Description
The structure is not updated after Fieldset changes are propagated

Steps to Reproduce

1. Go to Content & Data > Web Content > Structures tab;
2. Add a new Structure;
3. Create a new Fieldset with a field and save the Fieldset;
4. Add it to the structure builder and save the Structure;
5. Go back to created Structure;
6. Edit the Fieldset;
7. Edit the field and save the Fieldset;
8. Click on Propagate changes.

Expected Result
The structure should be updated after Fieldset changes are propagated

Actual Result
The structure is not updated after Fieldset changes are propagated
