Assert mobile device rule action on site page, redirect to wrong action page

Steps to Reproduce:

1. Go to Site Administration > Configuration > Mobile Device Families.
2. Add two Device Family: Linux Family Name, Windows Device Family Name
3. Add a new Classification Rule in the Device Family: Classification Name
4. For Linux Family Name, select Linux for ruleOSScope and Windiws for 'Windows Device Family Name'
5. Go Site Builder > Pages.
6. Add three new page: Page for Linux, Page for Windows, Mobile Device Family Test Page
7. Go to 'Mobile Device Family Test Page'. In the page's Advance tab, expend Mobile Device Rules panel.
8. Disable option "Use the same mobile device rules of the Public Pages".
9. Click Select button and select 'Linux Family Name' Device Family.
10. Click ellipsis icon and select Manage Actions (May need to refresh page before clicking ellipsis icon due to LPS-92083).
11. Click Add Action button.
12. Type a name and select type Redirect to Site.
13. Select site and site page(Page for Linux).
14. Refresh page
15. Click Select button and select 'Windows Device Family Name' Device Family.
16. Click ellipsis icon and select Manage Actions
17. Click Add Action button.
18. Type a name and select type Redirect to Site.
19. Select site and site page(Page for Windows).
20. Refresh page
21. Go to site
22. Click Mobile Device Family Test Page

Expected Result:
Click Mobile Device Family Test Page redirect to Page for Linux

Actual Result:
Click Mobile Device Family Test Page redirect to Page for Windows
