OAuth2 scope sample mapping doesn't work properly when configured in config file

Steps:

1. Put the attached config file in osgi\configs folder.
2. Deploy the OAuth QA sample app(com.liferay.oauth2.provider.scope.sample.qa.jar).
3. Start up the portal.
4. Navigate to Control Panel > Configuration > System Settings > OAuth 2 > Bundle PrefixHandlerFactory and delete the default entry.
5. Navigate to OAuth 2 Administration > Analytics Cloud > Scopes > Sample QA app

Expected result: Both scope aliases are shown in the same row with a single checkbox for selection.

Actual result: They are shown in separate rows, each with a checkbox.
