Steps to reproduce

1. Add the following to portal-ext.properties

   javascript.single.page.application.enabled=false

2. Start Liferay
3. Log in as the default admin user ([email protected])
4. Go to Control Panel > Sites > Sites
5. Added a site named "test site"
6. Go to Control Panel > Users > Users and Organizations
7. Add a user named "user1"
8. Select "user1"
9. Go to Memberships
10. Select "Liferay", "test site" and save
11. Go to Roles
12. Click "Select" button for "SITE ROLES"
13. "Liferay", "test site" will be displayed, so click "Choose" button for "Liferay"
14. Click "Site" on the upper left of the modal window
15. Click "Choose" button for "test site"

Actual result
"Liferay DXP" is selected.

Expected result
"test site" is selected.
