 Step to reproduce:

1. Navigate to Categories admin in Global site
2. Add a category in Topic vocabulary

 Expected Results:
The Display Page section shouldn't shown in category editor since there won't be display page template in global site.

 Actual Results:
The Display Page section is shown in category editor.

 Step to reproduce:

1. Copy the attached file to osgi/config folder
2. Navigate to Categories admin in Global site
3. Add a category in Topic vocabulary
4. Select the category

 Expected Results:
The page icon shouldn't be shown in management bar since there won't be display page template in global site. Additionally, click the ellipsis button on the management bar, the Assign Display Page Template action shouldn't be shown.

 Actual Results:
The page icon is shown in management bar. Additionally, click the ellipsis button on the management bar, the Assign Display Page Template action is be shown.
