Description
Commerce's PunchOut2Go Connector requires non-technical users to edit an account's external reference code via the UI. See COMMERCE-4875 for more info.

Design Notes
For the UI, let's put the "External Reference Code" field below "Tax ID" and above "Account ID"

Acceptance Criteria
(adapted from COMMERCE-4875)

1. The External Reference Code for an Account is viewable on the account detail page in the Control Panel
2. The External Reference Code for an Account can be edited by a user on the account detail page in the Control Panel

Additional requirements:

1. Duplicate External Reference Codes should not be allowed for multiple accounts in the same company
2. If a duplicate ERC is submitted, the form will not be saved and an error message will inform the user that the ERC belongs to another account.
