Fieldset localized title does not appear on Builder

Description
After translating a fieldset, teh fieldset title does not appear on Structure Builder.

Steps to Reproduce

1. Go to Content & Data > Web Content > Structures tab;
2. Add a new Structure;
3. Add a new fieldset;
4. Add a field on fieldset;
5. Change the locale and translate it;
6. Save the structure;
7. Go back to edit the Structure;
8. Change do the translated locale and see the fieldset name.

Expected Result
The localized fieldset title should appear on the builder.

Actual Result
The default localized fieldset title remains.
