Enabling check in site settings doesn't work when it's unchecked in Instance settings > Site scope

Steps to reproduce

1. Go to Instance Settings > Pages > Page Audit Insights tab under Site Scope
2. Uncheck the check "Enable Page Speed" and hit Save
3. Go to the Site Settings in the site > Pages > Page Audit Insights tab
4. Check the enable Page Speed Check and hit sav*e*

Expected behavior

The Page Audit icon shows in the site pages'.

Current behavior

The Page Audit icon doesn't show in the site pages'.
