Step-by-Step:

1. Go to Applications Menu > Instance Settings > Pages
2. Go to Virtual Instance Scope > Google PageSpeed Insights
3. Uncheck the Enable Google PageSpeed Insights checkbox

Actual result:
The Google PageSpeed Insights tab in the SITE SCOPE section is still visible.

Expected:
The Google PageSpeed Insights tab in the SITE SCOPE section is not visible.
