Validation settings for Text Field have inconsistent behaviors

 Steps to Reproduce

1. Go to Content & Data -> Forms
2. Add a new form
3. Add a text field
4. Go to the Advanced tab
5. Enable Validation
6. Observe

 Actual behavior:

The placeholder for the "Value" field is "Number" instead of "Text".
The "Accept if Input" field changes from "Equals To" to empty.

 Expected behavior:

The placeholder for the "Value" field is "Text".
The field "Accept if Input" has the value "Contains" by default.
