      Steps to reproduce

      1. Enable Publications
      2. Add a new publication "P1"
      3. Add a new web content "WC WebContent Title"
      4. Add a new page "Page 1"
      5. Add Web Content Display widget to "Page 1"
      6. Select "WC WebContent Title" in Web Content Display
      7. Expire "WC WebContent Title"
      8. Navigate to "Page 1"
      9. Assert "WC WebContent Title" expired
      10. Publish "P1" via curl command 
        curl http://localhost:8080/api/jsonws/ct.ctcollection/publish-ct-collection \
  -u [email protected]:test \
  -d userId=37607 \
  -d ctCollectionId=1
      11. Click on Product Menu

      Actual Result:
      The items in control menu are gone.
