Steps to reproduce

1. Add a user "test1" and assign "Publications User"
2. Enable Publications
3. Add a new publication "P1"
4. Add some contents
5. Go to Publications Admin
6. Invite Users "test1" as Publisher
7. Sign in with "test1"
8. Go to Publications Admin

Actual Result:
Invite Users button shows up, "test1" should not have the permission to invite users.
