Fail to revert the published publication with publisher

    Description

      Steps to reproduce

      1. Add a user "test1" and assign "Publications User"
      2. Enable Publications
      3. Add a new publication "P1"
      4. Add some contents
      5. Go to Publications Admin
      6. Invite Users "test1" as Publisher
      7. Sign in with "test1"
      8. Assert there is a notification that "Test Test has invited you to work on P1 as a Publisher."
      9. Go to Publications Admin
      10. Publish "P1"
      11. Navigate to History Tab, revert "P1"

      Actual Result:
      Error:Your request failed to complete. message shows up no console error throws.
