Show only widgets registered to current company when adding widgets

We want to have portlets scoped by companyId to support a multitenant scenario where an existing application dynamically registers a portlet.

Shuyang added a property following Brian's recommendations to scope portlets and have a way of restricting use depending on the property.

Now we have to update the UI to follow that property and limit the available widgets based on it.
