 Description
A Form can't be unpublished after published.

 Steps to Reproduce

1. Go to Content & Data > Forms > Add a new form;
2. Add a text field;
3. Publish the form and copy the link;
4. Unpublish the form;
5. Go to form link;

 Expected Result
Error message "This form is not available or it was not published."

 Actual Result
The form is still published.
