Steps to Reproduce:
1. open any ckeditor that has resize enabled (web content side panel)
2. change localization to RTL
3. hover mouse over the bottom right corner of ckeditor resize

Expected Result:
mouse cursor changes to a _| shape cursor

Actual Result:
mouse cursor changes to a |_ shape cursor

Reproduced on:
Tomcat 9.0.43 + MySQL 5.7
