Buttons when editing an image in Image Editor are not translated

Steps to reproduce:

1. Localize to any non-English language
2. Add a blog entry
3. Go to cover image > upload an image > edit
4. View buttons that appear in the editor

Expected results:
The text in the Save and Cancel buttons are translated.

Actual results:
They are not.

Reproduced on:
Tomcat 9.0.43 + MySQL 5.7.
