Step-by-Step:

1. Go to Site Menu > People > Segments
2. Create a new segment
3. Set a name > Add a property (with no value)
4. Save

Actual result:
Segment is created using property with no value

Expected:
User should be warned or not allowed to create a segment using a property with no value
