Localized category not found via auto complete

Reproduction Steps:

1. Create a new vocabulary with the following categories: Germany, Poland
2. For Germany, add a translation (de-DE): Deutschland
3. Create a new Basic Web Content, go to Metadata on the right
4. Enter "Ger" in the category field "country"
5. Assert that the auto complete will display Germany
6. Go to http://localhost:8080/de/ to switch to German portal
7. Create a new Basic Web Content, go to Metadata on the right
8. Enter "Ger" in the category field "country" - auto complete will display nothing, which is expected
9. Enter "Deu" in the category field "country"

 Expected Behavior
Deutschland is displayed.

 Actual Behavior
Nothing is displayed.
