Support doc links in configuration forms

There's a request to add doc links to configuration forms. Doc links can be added using the <liferay-learn:message> tag. However, for auto-generated configuration forms, there's no easy way to include the tag. Therefore, we need to provide an SPI to allow devs to include the doc links on the configuration form.
