Steps to Reproduce
1. Create two sites, Site A and Site B
2. On Site A create a new Web Content article
3. On Site B add the Web Content Display widget to a page and choose the article created in Site A

Expected Results
Site A should display when selecting web content entry in other site scope in WCD

Actual Results
Only Site B displays when selecting web content entry in other site scope in WCD
