Users can view drafts for a public page from Site Builder when they exist

1. Enable feature
2. Add a new site
3. Create a public content page
4. Add some content
5. Go to Site Building > Pages without Publish
6. Can click on the 3 dots
7. Click Preview Draft
8. Assert Draft Preview is open in a new tab

Case 2:
Users can view draft for a public page from page tree when they exist

1. Enable feature
