Summary:
It is possible to leave the Name field empty when creating a Picklist and/or a Picklist's item

Steps to Reproduce:

1. Go to Objects > Picklist
2. Click to create Picklist and a Picklist item
3. Leave the Name field empty

Expected Result:
Error message is displayed

Actual Result:
Picklist and a Picklist's item are created
