Description

Summary:
It is possible to leave Picklist field empty when creating an Object Picklist field

Steps to Reproduce:

Create an Object
Go to create a Object field and select the Picklist type
Click to save without choosing a picklist

Expected Result:
Error message is displayed

Actual Result:
Field is created as a String type

Verified on master: b2dc704b40b25c7241cb71794b15927810c8ba92
