When upgrading organizations, from 6.1, with site enabled, hierarchy is lost in Group_ table

Steps to Reproduce:

1. Start Liferay Portal 6.1
2. Create an organization named Org1 and set site enabled to true.
3. Inside Org1 create a child organization named Org2 and set site enabled to true.
4. In Org1 create a category named Cat1.
5. Perform an upgrade to the latest version.
6. In Org2 site create a web content and try to select Cat1 as category.

 

Expected Results:

Category should be visible because is inherited.

 

Actual Results:

Category isn't visible because there's no site hierarchy in Group_ table regarding organizations.
