Steps to reproduce

1. Start the server
2. Add Message Boards portlet to a widget page
3. Add a New Thread to the Message Board
4. Add an image to the thread
5. Attempt to resize the image

Expected Result: Image can be resized by either dragging the border with the mouse

Actual Results: Image resize function not available
