Steps to reproduce

1. Create a new site
2. Add a collection page to it (with manual collection)
3. Add a button fragment to the page
4. Publish the collection page
5. Enable staging with page versioning and Select All

Actual result
Staging is not enabled and we get an error

Expected result
Staging is enabled

Notes

• Video Sites - Liferay.mp4 attached
• If the page is in the draft status, it works fine
• If we don't add any fragment, it works fine
