Description
It's impossible to access a form from 7.2 upgrade to 7.4 unless the user save and/or publish the form again on 7.4

Steps to Reproduce

1. On the 7.2.10.5 DXP SP5 Portal Version, add and publish a new form "Test"
2. Upgrade 7.2 -> 7.4
3. Open Forms Admin
4. Go to edit "Test" form
5. Copy and enter the link published
6. Observe warning "This form is not available or it was not published"
7. Go back to edit and click Save
8. Refresh the form published
