Step to reproduce:

1. Add a new site
2. Enable staging to the new site
   1. Page Versioning -> Select Enabled on Public Pages
   2. Staged Content -> Select All and save.
3. Go to Site Builder -> Add a content page and publish.
4. View the page at staging mode
