Steps to reproduce:

1. Add Language Selector portlet to page
2. Change the language to "español-España"
3. Open the Configuración tab

Expected Result:
Site Settings should be translated to "Ajustes del sitio"

Actual Result:
Site Settings translates to "Configuración del sitio web"
