Step to reproduce:

1. Create a new site based on Minimum Site Template
2. Add a Content Page
3. Add a Heading fragment
4. Select the fragment
5. Go to the Styles panel
6. Change the Text Color
7. Refresh the page

Expected Results:
The chosen Text Color is selected in the palette.

Actual Results:
The chosen Text Color is not selected in the palette.
