Summary:
Fields should be disabled when user does not have permission to edit a Picklist

Steps to Reproduce:

1. Create a Picklist
2. Go to Roles
3. Create a Role
4. Click on Define Permissions
5. Go to Picklis permissions
6. Give the permissions to Access in Control Panel and View
7. Create a User
8. Assign the created role to this User
9. Log in with the User
10. Go to Picklist
11. Click on the created Picklist

Expected Result:
Fields are disabled

Actual Result:
Fields are enabled making the user think that he/she can edit it
