      The date field notation is not working correctly for the Dutch language

      Steps to Reproduce

      1. Go to Content & Data >  Forms > Add new Form
      2. Add a Date field
      3. Add the Dutch language
      4. Publish the form
      5. Go to published form
      6. Fill in a date using the MM/DD/YYYY notation on the US language
      7. Observe Date field
      8. Change language to Dutch
      9. Fill in a date using the DD-MM-YYYY notation 
      10. Move focus away
      11. Observe

         Note: According to Wikipedia the official notation for Dates on Nederlands is dd-mm-yyyy (link)

      Expected Result

      Date value should fill the DD-MM-YYYY notation on the Dutch language

      Actual Result

      The date value is not filling the DD-MM-YYYY notation on the Dutch language
