Changes in the master page won't propagate to the content page

Steps to reproduce:

1. Create two Navigation menus with one URL element each
2. Create a Master template, put the Footer Nav Light or dark fragment on it
3. Configure the Navigation portlet to show the first Navigation menu
4. Create a Content page from the master template, publish
5. Check that the first nav menu is shown in the page
6. Go to the master template, select the second nav menu, publish
7. It even says the changes will propagate
8. Check the Content page

Expected behavior: Second nav menu should be shown

Current behavior: Still the first nav menu is shown
