The Edit and Permissions actions of widget template are missing when enable local live without staged portlet widget template

Step to reproduce:

1. Add a new site
2. Enable the local live without staged portlet Templates
3. Add a widget template in staging site
4. Notice warning message The data of this portlet is not staged. Any data changes are immediately available to the Local Live site. The portlet's own workflow is still honored. Portlet setup is still managed from staging.
5. View the widget template name has link
6. Click the ellipsis button of widget template

Expected Results:
The Edit, Permissions, Copy and Delete actions should be available. The same behavior is in live site.

Actual Results:
Only the Copy and Delete actions are available. The same behavior is in live site.

Tomcat 9.0.43 + MySQL 5.7. Portal 7.4.1-GA2.
