Summary:
It is possible to create a default object layout with no fields through the API

Steps to Reproduce:

1. Create a default Object Layout using the API
2. Execute the request

Expected Result:
Status code shouldn't be 200 and object layout shouldn't be created.

Actual Result:
The default object layout with no field is created.
