We have "dependency" files for test cases that can be stored 1 of 2 locations.

1. Global dependencies directory
2. Dependencies directory alongside testcases in portal-web or inside of modules.

The rule should be:
IF a dependency file is references in *.testcase files in multiple modules (or a module + in portal-web), then it is allowed in the "Global" dependencies directory (location 1)

if not, fail SF.

The dependencies are references in the *.testcase by multiple methods, so it would have to be a simple grep for the file name string (name and extension)
