All fragments by default include the same style configurations that are applied to the fragment container. With a custom fragment these styles may not have the expected effect on the fragment or even worse may provide the ability for a user to break the intended styling of the fragment.
Liferay has intentionally been developing features that makes it easier to apply design systems to Liferay development. Always having access to the default style configs can make it possible to break a design system and step outside of a brands guidelines.
It should be possible to disable/remove specific style configs when creating a custom fragment, so that the developer has more control over what can be modified by the end user who is configuring their custom fragment.
