Scrolls must be shown stuck to the areas where they give feedback there is content overflowed.
While a user is editing a page if the content of the page is longer than the work area a scroll appears. However, it doesn't appear in the area that overflows but in the edge of the screen as a normal page.
In addition, the scroll of the page is hidden so the user is not receiving feedback that there is more content below the fold.
This decision feels weird since all the elements on the page are pinned (bars and panels).
Three panels and two bars (an upper toolbar and a vertical bar) are pinned. Panels are scrollable, bars no.
1. The scrollbar is shown in the working area as long as the page has content below the fold.
2. Panel scrolls can be shown on hover (or not) when the user hovers the panel but not as now when the user starts to scroll.
3. The vertical bar doesn't trigger a scroll interaction of the working area.
Devil is in the details. I recommend working on the transparency of the scroll in the working area (user hovering the area vs not).
Providing a good scrolling experience is core for users that work in a multipanel environment.
