Fragment with data-lfr-editable-id being dynamically generated does not allow editing fields when redeployed

Steps to reproduce:

1. start the server and login with the admin and make sure you are on the guest site (Liferay DXP) and not global
2. navigate to control panel -> system settings -> page fragment
3. Turn on the Propagate Fragment Changes Automatically
4. Deploy the fragment sample-liferay-fragments.7z using the Fragments Toolkit.
5. Insert this fragment in a page, edit the fields then publish.
6. Deploy the fragment again.
7. Access the same page.

Expected Results:
The user can edit the fragment.
Actual Results:
The fragment cannot be edited, and changes that were made to editable fields are not persisted
