Channels - Language selector and inputs does not works in sidepanels

Steps to reproduce:

create a Minium Site

Then go:

1. in Commerce > Channel
2. in General tab, scroll down to Shipping Methods
3. edit Flat Rates row.
4. in Flat Rates sidepanel, choose Shipping Options tab
5. edit Expedited Delivery row
6. try to edit inputs in second sidepanel

 

Actual result:

1. The text inputs does not works at all and they disappear on hover
2. Language translation button does not open dropdown on click

Opening iframe from Flat Rated page:

• input doesn't works
• choose translations button works

Opening iframe from Shipping Options page:

• input works as expected
• choose translations button works as expected

Expected result:

All works as expected
