Fragment with images loaded through "resources" loses image references when redeployed

Steps to reproduce:

1. Navigate to Control Panel > System Settings > Page Fragment;
2. Turn on the option Propagate Fragment Changes Automatically;
3. Go to Design > Fragments > Import;
4. Import the file liferay-fragments.zip
5. Insert the fragment 'footer' in a page then Publish;
6. Go to Design > Fragments > Import the file liferay-fragments.zip again;
7. Access the same page.

Actual Behavior

Images loaded via resources lose references.

Expected Behavior

Images are loaded successfully.
