The translated content in ckeditor field cannot be saved

      Description

      Steps to Reproduce:

      1. Go to Web Content
      2. Add a new web content article(title: Web Content Title, content: Web Content)
      3. Change locale to another language, like zh-CN, and translate the title and content(title: 标题, content: 内容)
      4. Click Save button
      5. Edit the web content article and Change locale to zh-CN
      6. Assert the content translation is missing

      Expected Results:
      The content translation is saved.

       Actual Result:
      The content translation is missing.

      Tomcat 9.0.53 + MySQL 5.7. Portal master GIT ID: de822b41604cd5a0b940e75951b5e2fb1f002554.
