      Modal popup size is 0 when content it's content not loaded fast enough

      Repro

      1. Login to Portal
      2. Navigate to System Settings / OAuth 2 / Bundle PrefixHandlerFactory
      3. Remove the default setting
      4. Navigate to Control Panel / OAuth2 Administration
      5. Create a new Oauth2 web application
      6. Save it
      7. Open it's Scopes / Global Scopes
      8. Enable "analytics.read"
      9. Switch to Resource scopes tab
      10. Open the Analytics category and press the "This resource scope MUST be assigned via a global scope." link

      Actual results
      The modal popup has no height and is nearly invisible

      Expected results
      The modal popup should wait for the content, and apply height size as the context requires.
      Currently it blocks test case: OAuth2#EditApplicationScopesAndViewLanguageKeys
      at line
