It's not possible to scroll up a fragment in a page

When selecting a fragment on the page, especially when there are many elements added, we have difficulty moving the fragments around.

Steps to Reproduce

1. Go to Home > Edit;
2. Add enough fragments so that you need scrolling to move them.

Expected Behavior

It should be possible to easily move the fragments around the page.

Actual Behavior

It's not possible to scroll up the fragments around the page.
