Web Content content and Rich Text field are not responsive

The content box in Web Content is not responsive. The same happens with the Rich Text field in Document Library.

Steps to reproduce:

Case 1:

1. Start the portal
2. Create a Basic Web Content
   1. Go to Product Menu > Content and Data > Web Content
   2. On the right side, click the blue "+" button > Basic Web Content
3. Minimize the browser window and assert the text field is not responsive

Case 2:

1. Start the portal
2. Create a Document Type
   1. Go to Product Menu > Content and Data > Documents and Media
   2. In the navigation bar, go to "Document Types" 
   3. On the right side, click the blue "+" button 
3. Add a "Rich Text" field
4. Minimize the browser window and assert the text field is not responsive

Note: Case 1 only reproduces if access to the portal for the first time, for example entering [#http://localhost:8080/] in the browser URL. If we go back and create another Basic Web Content, it does not reproduce.
