Navigation Menu is broken when an item type doesn't exists

Step to reproduce:

1. Create an asset category.
2. Create a Navigation menu.
3. Click the add button and select Category.
4. Select the created category.
5. Go to Gogo Shell (Control Panel >  System > Gogo Shell).
6. Search for the categories-admin-web bundleId and stop it (lb com.liferay.asset.categories.admin.web > stop bundleId) - See attached video.
7. Return to the created navigation menu.

Expected Results:

I can see the category menu item and I can add new menu items.

Actual Results:

The navigation menu view is broken and a generic error message appears, you can see errors in logs.
