Form builder error message are not showing to user

Description

No error message is displayed to the user on the form builder

Steps to Reproduce

1. Go to Content & Data >  Forms > Add new Form
2. Leave form builder empty
3. Try to publish the form
4. Observe

 Note: This issue also happens to any other expected error message on the form builder

Expected Result

The error message must be shown to the user

Actual Result

No error message
