Steps to reproduce (copied from https://issues.liferay.com/browse/LRQA-72225?focusedCommentId=2583573&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-2583573)

1. Site admin > Site Builder > Pages > Add Public Page
2. Add Blank page and Click Add
3. Add a fragment in page
4. Add a comment for the fragment
5. Click back button, now in right list show "1 Comment"
6. Click "1 Comment"

Page is refreshed
