Guest user is redirected to a success page if the page is refreshed during an upload

Description

When a guest user upload a file and refresh the page, a success alert is shown and the user is redirected to a page with the following message:

Your information was successfully received. Thank you for filling out the form.

Steps to Reproduce

1. Go to Content & Data > Forms
2. Add a Form;
3. Add an Upload Field_;
4. Publish the Form;
5. Access the form as a guest user;
6. Select a file to upload;
7. Refresh the page;
8. Observe.

Expected Result

When the the user refresh the page, nothing happens.

Actual Result

A success alert is shown and the user is redirected to a page with a message that the information was received.
 Note: Despite the message, the file upload only happens when the user press the Submit button.
